In 1916, Woodrow Wilson ran for reelection, emphasizing that he had to keep “peace with honor” on the war. He won in a close election with Charles Evans Hughes. He declared on January 22, 1917 for “peace without victory”, hoping to end the war. During the German and British war, Germany decided to risk America’s involvement and January 31, 1917, announced all vessels in water near Great Britain, France, and Italy would be sunk without warning. February 3rd, 1917, Wilson responded to this threat by breaking off diplomatic relationships with Germany. Other events caused the nations antagonism toward Germany to grow.
