the dark side of nation wide tests

Nationwide tests are a great idea in theory. You test every single student across America and you get the best results of how each one is doing. But when a group examined the test they found over 90% of the test examined had questions relating to a students opinions , attitudes and hypothetical situations and just 30 relating to math and 30 to verbal testing. Now does this kind of test REALLY test a students knowledge?
