Great Individual VS. Great Event as Motivation for History

Everyone has the potential to be extraordinary at times. Are those individuals born with their greatness or do they rise above everyone else at crucial times? I believe that great individuals are born the way they are, they may not always portray the quality but it is there.
Determining whether an individual is great by birth or is great as motivation for history is a difficult objective. I think though that a person is born with the quality of being extraordinary.
