The Century Council Hardcore Drunk Driver Position Paper
The Century Council views the hardcore drunk driver as a major opportunity for reducing fatalities and injuries on U.S. streets and highways. We urge elected officials at all levels of government to devote significant attention to find the best solutions to this persistent problem. While there have been dramatic declines in the rate of alcohol-related traffic fatalities and injuries over the past 15 years, one particular group of drivers remains beyond the reach of traffic safety experts, law enforcement officials and public health professionals. This group is the hardcore drunk driver. These hardcore drunk drivers are individuals who drive with a high blood alcohol concentration (BAC) of .15 or above, who do so repeatedly, as demonstrated by having more than one drunk driving arrest, and who are highly resistant to changing their behavior despite previous sanctions, treatment or education efforts.
