Ever since the invention of telephones and telegraphs, there has been people exercise wiretapping. Before the invention of modern telephone, many states in US have enacted statutes that have prohibited the listening in telegraph communication. With the wide spread use of telephone, wiretapping become popular too. Historically, the law has not been as strict for the government as for the public civilians. The practice of government wiretapping becomes highly controversial.
