Why did Bismarck introduce the policy of protection in 1878 and not before?

There are many reasons why Bismarck introduced protection on goods coming into Germany from the economical, political, to financial. Protection is basically tariffs set up on goods coming into the country to raise prices and to help local produces. This would eventual split the dominate party in the Reichstag the national liberals who were for free trade and also had different views then Bismarck.

Free trade was first set up before the German empire was even created with the Prussian zollverein. This was set up in the early 1850s to encourage trade between the free states of Germany wile the economy saw its first indust...
