1 Introduction

This chapter introduces this study and Draft Interim Report by covering the following issues. It commences with a description of the objectives of the study and the report, and the motivation therefore. It then describes the geographic and temporal scope of the study, making explicit the limitations of coverage. This introduction next briefly summarises the means by which the study has been conducted, describing the research and information gathering techniques. Lastly, this chapter describes the organisation of the remainder of this report.
