Is the grading to tough? Only 19% of students at a school in New York City met the standards in reading. A concerned mother in the Bronx heard that Bush promised to have a law that would leave no child behind, and gives families the right to transfer their students from the failing schools to better schools. She decided to investigate and figure out what she could do for her struggling son. During the investigation she discovered that fewer than one third of students who apply for the transfer received them. All of the better schools are full and are going to be full for a couple of years to come due to the amount of request forms for transfers they have already received.
