Software piracy

The two graphs show Dollar Losses and Piracy Rate by Region in 1999.
From the pie graph we can see that the dollar losses rate in Western Europe and North America were the highest (that was 30% for each region) and then followed by the rate in Asia/Pacific (that was 23%). The rates in three rest regions were quite low. As you can see: 9% in Latin America, 4% in Eastern Europe and the same percentages in Mid East/Africa.
However, in the column chart, the ranges were inversed. The highest percentages belonged to Eastern Europe (that were 80% in 1994 and 60% in 1999) and then followed by the rates in Mid East, Latin America, Asia/Pacific, Western Europe and North America.

Why is there difference between these two graphs? Why is there the fact that in a same region, the higher dollar loss rate is, the lower piracy rate is? The two rates have to be proportional, but they arenā...
