Should Pittsburgh Tax Suburbanites?

I do not think the City of Pittsburgh should not be granted the right to tax Suburbanites. I think that it is just a lazy way to make up for the mistakes the city has suffered from. As a resident of the suburbs, I chose to move from the city for several reasons.
