Summary
Decades ago, programmers could build stand alone systems successfully because they were smaller and easier to envision. As information systems matured however, they became much more complex and programmers didn't have the proper skills and techniques to master them. As a result, software development projects were delivered late, over budget, and were functionally deficient.

Today, companies can no longer afford to make mistakes and take years developing their ultimate system. Competition forces them to develop software quickly, even if it does not meet all known requirements.

The new approach to software development eliminates prototyping and traditional phased approaches. It forces developers to reuse tools, code modules, and other software components.
