Following this time of hardship the British government made proposals to remedy these problems. Key figurehead to welfare state: Beveridge During 1942 a man called Beveridge published a report. This report focused on the general living conditions of people in Britain. In this report Beveridge made recommendations outlining how to improve the standard of living throughout Britain.
