Arsenic has five outer electrons & four of them participate in the bonding of the impurity with neighboring silicon atoms. The fifth electron, however, is not needed in these bonds and is free to migrate through the material. The doping therefore introduces conduction electrons into the material, making it better conductor then pure silicon.
