Pearl Harbor, Who’s to blame? The inattention of the U.S military commanders is to blame for the attack of Pearl Harbor. There were many warnings brought to the attention of the military commanders. The commanders did not take heed to the warnings that were given and were not ready when the Japanese attacked. Keeping better track of Japanese intelligence and taking heed of the warnings may have changed the outcome Pearl Harbor.
