Mass Immigration Reduction Act

I rise in opposition to the bill H.R.946. As a democrat I believe in having well diverse country. I know we have problems in our country dealing with illegal immigrants, but I do not think that we should limit how many immigrants can legally enter our country, and they should not be penalized by the number of illegal immigrants that do enter the country.
