Published in 1999 by Pluto Press, The Lugano Report shows the Working Party dissatisfaction regarding some of the trends they found in their analysis. It also contains an annexe and an afterword by Susan George. The main purpose of this report was therefore to identify "threats" to the free-market system, and to recommend measures to ensure its continuing dominance. They used this report as a warning to the population. They feel that signs point to an ecological collapse because the competitive market is already going over natural thresholds.
