I don't know who said that BCC's prevailing rights language is the best in the state,
but I have only looked at one contract (Pensacola Junior College) and theirs is clearly better. It not only provides for prevailing rights (Article 6), but states that the contract supercedes the Board's policies (Article 4). BCC used to have the best contract in the state, but it is under constant attack, just as HCC used to have the best contract in the state, but had it gutted by successive bad administrations.
