Beginning: The first thing that must happen during the process of a bill becoming a law is that the cabinet must authorize the drafting of a bill in accordance with written instructions approved by the cabinet.
After authorization there are several drafts of the bill prepared, reviewed, and discussed, before the final draft is achieved The time required to draft and print a bill depends on its nature and complexity of its subject matter and the comments from instructing officers as well as political demands the bill is made to answer.
A draft bill is a confidence of Queens Privy council for Canada and classified a secret.
The draft should not be shown to anyone outside the public service without prior cabinet authority, but if someone outside the government is shown the bill, they must take an oath of secrecy of the document.
Normally a bill is printed 3 times before it is sent to the cabinet for approval.
The final print must be sent to the Privy Council office.
