The Office of the Post Judge Advocate (PJA) welcomed new APJA, Captain David W. Starratt in July 1998. The Office provided legal assistance, claims, contract law, litigation, military justice, labor and civilian personnel law, environmental, EEO/MSPB counsel, administrative law and other legal services to Carlisle Barracks. In addition to providing support to Carlisle Barracks, the office serviced Letterkenny Army Depot, Defense Distribution Center, Fort Indiantown Gap, Tobyhanna Army Depot, Oakdale Support Facility, Mechanicsburg Navy Depot, U.S. Army Recruiters, ROTC Cadre, and more than 100,000 retirees throughout the Commonwealth of Pennsylvania. The OPJA provided advice and assistance to over 2300 clients, wrote 325 wills, 773 powers of attorney and performed countless other legal actions.
