Is tech a health risk to young students that have no experiance?

Tech is one of those subjects were anything can happen, for example if the blade of a bench saw snaped and caught somones eye.
If this did happen what would the child think of tech and what would happento the teacher?
I think that tech is one of those lessons that should only be taken up by those willing to put themselves at risk (in some rare cases).
