Maybe i'm underestimating the power of torture. Possibly some potential terrorist think as far ahead as if i get caught they will brutally toture me until i speak or until i'm physically unable to withstand anymore brutality and die. a person who is willing to put forth an effort to kill as many people as possible must not have much to live for anyway.
