England

The people of France and England had lived their entire existence under the strict rule of absolute monarchies. Up until around 1689 for England, and 1791 for France, the common people of these countries were at the mercy of their absolute monarchs and were forced to obey anything the ruler of their homeland ordered. The commoners of these countries grew weary of their respective government’s oppression, and individually united within their homelands in order to make a change in the way the country was run and how all laws were executed. The level of education was increasing in both countries and individuals like John Locke and Charles de Secondat, Baron de Montesquieu were questioning the morality of the absolute monarchies.
