Ethics is our greatest training and leadership need today and in the future when managing a police department. Nothing is more devastating to police departments and their profession than uncovering scandals or discovering acts of misconduct and unethical behavior by a police officer. Policing is a difficult and complex profession. When done well, it brings a community together to solve problems, reduce crime and inspire us all. Citizens have a right to expect basis core values in their police department. As the head of a police department I have a right to insist upon ethical values in my officers.
Today, I will address and focus on some of the more detrimental forms of unethical behavior. My three areas of ethical concern include excessive use of force by persons in authority, corruption or the abuse of police authority for gain, and crimes against individuals because of race, national origin, religion, gender or sexual ori...
