Conflict

The state of Connecticut is the riches state in the nation, but has three of the nation’s poorest cities. In the 2000 Census Hartford was designated the second poorest city in the nation. The city of Hartford also has some of the most racially segregated and poorest neighborhoods in the country. A proposal that is being considered is whether or not Hartford will be a city that requires scattered site low-income housing in surrounding suburbs. If scattered site housing is developed there would be more opportunities available for poor urban minorities.
To understand how neighborhoods became segregated we need to know how urban ghettos came to be. Immigration and industrialization are two of the main causes in the development of ghettos. World War One was the first migration of African-Americans to the North. They took low paying jobs in the factories. Wartime was good for the economy.
