budget surplus for recreational

Dear Mayor:
It is to my understanding that your community has a budget surplus and wants to address the problem of an increasing crime rate. Two proposals are under consideration. One proposal is to have more police officers to lock up criminals and the second proposal is to build a recreational center to keep young people off the streets and out of trouble. I suggest the surplus money should be used to build a recreational center in order to keep young people off the streets and out of trouble. It will improve the quality of life in your neighborhood.
