He was treated like a god. When he died, a new one was chosen by a small group of nobles and priests based upon his bravery and experience in war. Advisers The Emperor’s chief advisor was a man called Cihuacoatl or “snake women”. He dealt with the every day occurrences in the city. Below him were the four generals that commanded the four sections of Tenochtitlan. Nobles The nobles or the Tlatoani controlled the provinces. The smaller nobles were the Tecuhtis. Nobles were very rich. People The maculating or common people were divided into family groups called calpulli. Each calpulli was given a small amount of land. Slaves The lowest people were the slaves. Some were prisoners of war. Any Aztec who had large debts or was caught stealing could be sold as a slave.
