Inequality is a serious issue in Europe; there are great differences between the Core regions and the Peripheral regions.
Regions are of unique location, distinct from its surrounding areas, and extend for as long as these differences exist. These regions share common physical, social and economic characteristics. Economic development does not affect all areas. Marked differences exist between rich and poor areas, based on their ability to attract and support economic development. These differences become not lessened but greatened.

First we must distinguish between these Core and Peripheral regions.

A Core region is highly developed centrally located and is a prosperous urban-industrial economy. They offer a wide range of services and job opportunities. These regions are also centers of decision making.
