Paragraph 4 of Art. 2 of the Charter of the United Nations says that: “All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.” Chapter V, Art. 27 2: “Decisions of the Security Council on procedural matters shall be made by an affirmative vote of nine members.” SO, WHOSE BEHAVIOR IN FRONT OF THE UN HAS BEEN DISGRACEFUL?
